Not asking this to upset the dog owning community as I'm a dog owner myself but I'm just curious.
Most sites say to have your dog on a lead at all times. Fair enough. A couple of places have said that your dog must be under control at all times. Fair enough. A lot of the time though I see people with extending leads, up to 8 metres long, walking around with their dog/dogs. I have on a couple of occasions seen people struggle to get their dog back to their side due to the fact that the lead is so long. So although the extending leads meet the "dogs on lead" rule they may not be fully under control. What's other peoples thoughts on this?
