I personally would go for the best you can afford and make sure it’s WiFi and cellular you then have two connectivity options and any SIM card can be used

Agree the better the spec the better - I believe they are all Wi-fi enabled without the need for a sim. I have never found the need to have a SIM card option as I always use either the hot spot facility to my iPhone or use the Wi-fi at home or wherever. Great and easy bit of kit for most things.

Compare like for like build, processor speed, Ram, storage etc, then look at Neocore Tablets, less than £100, 2 year warranty, wife is on second after 5 years plus, no blue screen crashes, excellent Bluetooth for sounds etc, great battery life, link with I phone for hot spots, e-mail, web, its a no brainer, but doesn't have the apple badge.
