Did you read the signage? even when free they post rules. If it does not say no awnings tables or chairs then it is permitted. I've been on some aires where spaces are marked and you do what you like on it.unfortunately not as there is just enough room to turn around, at one end is access to a park and opposite is the dump point!!! Some spaces are often only 4 metres wide when white lined.You really want to park closer than that?

Clearly given the aire rules they don't think they are.Irrespective of any rules it is still very inconsiderate to hog space on an aire. As for the van parked parellel he is actually on the grass because just past him is the access to the park area.
