I suspect it was blocked because it sensed it was in a phone. It is not sold for use in a phone. It is for tablets and mifis only according to Three. It would make no sense at all to block tethering on a Data SIM because it is designed to be used in a mifi which tethers other devices.I think that the Sim does not see tethering in a mifi unit, perhaps it blocks it ?. The sim I used was a 12 gig from 3 in a dual sim phone
Just looked on Three's website information on Feel at Home and they specifically state that "You can't use your phone as a personal hotspot (tethering) while you're abroad." So that is the reason why yours has been blocked.
