well, not really, it's a win win situation ..

if not all tickets sold and the competition is cancelled he takes 30% for administration, so if only 100 sold that's nearly a grand less any costs..

Closing the competition
# If the maximum number of entries to the competition is not equal to the number of entries received as at the closing date, The competition will close and proceeds of the competition will be determined by the method in clause 34.
# The promoters will be entitled to retain up to 30% of entry fees to cover administration, marketing expenditure and charity donation - The remaining balance following deduction of this sum is the "Prize Fund". There are two options available at this point -
