I have got the tool inserted into the winder and it just wont turn even with a lot of force. I assumed and from a youtube clip it should turn anti-clockwise. I am assuming it is seized but just asking in case I am doing something wrong.

That’s how it should work, I lower mine at least twice a year and keep it greased. Looks like WD40 could be your friend.

enough to know i shouldnt touch things i know nothing about ....
if you can get an impact driver or even drill on it - then it should move - wd40 or similar will obviously help, let it do its magic over a few hours/days with repeated spraying

Was looking this morning to spray WD40 but it looks like the winder is a sealed unit so where do you spray. Can’t see enough at the lowering end to see if that has anywhere to spray.
The tool is 5 sided and when I apply a lot of force it just slips.
Going to get the tyre sorted as still drivable at the moment and then can sort the spare when I get home.
