Finding myself in A & E on Christmas day, I was surprised to see four police looking after a couple of what appeared to be bedraggled men, who needed 'checking over' for whatever reason. They occupied one of the most critical days of the year, they were both declared fit, or as fit as a little alcohol or drugs would allow, as one of them was quite loud from time to time. It some how seemed inefficient, although understandable, to use up four police for several hours only to be returned to the police station. There must be a better use of their time.

The sergeant in the ops room probably had a good reason; they may have been violent beforehand or something. @BreweryDave ? Any suggestion.......

possibly they were involved in a prior crime and needed to be certified fit to be charged ? Not always doctors on call over Christmas ?

Happens irregularly. But there is always a Doc on call to attend custody but they dont have xray machines etc.
A complete waste of time for them (police) however it has been decreed that everybody has rights including the picture i have in my mind of the 2 you described, and might have a different opinion to the one that has been decreed !

The number of police officers was probably in case either/both kicked off in the hospital. A violent person lashing out can do a lot of damage to hospital staff and property.
A detained person only has to fake illness and the police have to take them for medical assessment, in case the one in X thousand turns out to be genuinely ill. Great time wasting exercise for a person who doesn't have anything else to do.

Would need two per "client" now as they are not allowed to take into account that being already in hospital a more prejudicial method of control would be possible , as in the old days :)

Christmas day quiet, early in the day maybe, but not once mr nice has had one too many and decides mrs nice has not done the sprouts how he liked them and gives mrs nice a bit of thump to teach her a lesson in sprout cooking. Police get called, cart mr nice to the cells where, the custody sgt decides, he is far to drunk or suffering sprout poisoning for his cell so needs to attend hospital for treatment, two officers one to drive the car the other to escort the prisoner, once at the hospital four hour wait in a&e, would you want them to push in. Get back to the station with prisoner, paperwork to be done, its no fun you know having to stay on duty on a bank holiday if earning triple time, you get no extra for thd overtime your having to do, but never mind somebody has to do it.

The suspects might have feigned a medical emergency. A ploy to waste police time.
