Oh Dear!

“My preferred model would be for people to arrive in the city and then be able to walk, cycle, e-scooter, or take a mode of public transport, probably a type of small bus to reach different areas,” he said.

Err is that not already the Park and Ride model ;-)

***I think the model of driving to a car park to board another road vehicle that’s using the same road space is flawed,***
Really?? So instead of one bus you will have 79 seperate vehicles. I don't think he's thought this one out.
**Council officers say they are “unsurprised” demand has failed to bounce back after the pandemic as some users are still reluctant to use public transport**
Of course they are!! If the council enforced the mask wearing rule with draconian vigour people would have no problems using them.

down to 15k a day . one way to make up shortfall would be to stop the free bus & charge £1 per day return = 15k x 5 - £75k/week
That covers the shortfal per month in one days fares

That's not the Canterbury P&R which motorhomes can use which is the New Dover Road P&R - that's a picture of the Sturry Road P&R which is for cars only.

So Canterbury also has one with height barriers ? How would we know which one to use?

Definitely on the Canterbury Council website. There are actually 3 P&Rs in Canterbury but only one that can accommodate motorhomes which is the New Dover Road one.

Subscribers  do not see these advertisements

But wont be accessible without driving through the new clean air zone?

Sorry
Just my misguided attempt at humour, the whole country is soon to become a mess of CAZs with the intent to force people to travel further or leach them dry.
