If in England it’s covered by England By Law

Obstructing a public right of way is a criminal offence. The highway authority has the right to demand you remove any obstruction you cause. If you don’t, the highway authority can remove the obstruction and recover the cost from you.

I would use the scooter 🛴 and drive through the area blocking the pavement. That would drop a bit hint 😷😸

Might have only been there because of an emergency.. Perhaps a child had been ill and poo'd everywhere of or something, hence putting out an awning while they cleared up..
Of course it is equally possible the owners were just being twonks !

If anyone knows where this van is parked, then can they nip up there in the early hours and place Mobile Covid Test Centre signs all round it, opening 6AM to 10PM.

That`s IT!!!. It`s a shelter for walkers, persons using wheel chairs and scooters and Mum`s with prams. For when it rains?.

There's a presumption in law that anything is allowed unless a law specifically prohibits it... so why not!
