Aires without service points

Just planning a trip to Holland and the Bulbfields in April 2015
The aires book shows many aires without water or sanitation.
Are there likely to be service points elsewhere?
Can manage without EHU, but fresh water and toilet empty are essential and would rather avoid campsites where possible

You can also empty casette/re-fill water on some motorway services/supermarkets a few on the flot bleu website ( a lot more in France!!!)
