I used mine last week after a puncture on a toll road between Bilboa and Zaragoza. The roadside emergency phones were out of service as was the number on the sticker of the phone post. I called my UK breakdown European number and was advised " can't help your on a private toll road where we have no access"
30 minutes after activating the beacon help arrived.

They could have,(and should have)IMO contacted their counterparts in Spain to assist you.

On new roads both autovia & autopista they were proposing to not install phones anymore as "Everyone has a mobile phone"

If you breakdown when you set the beacon off it contacts a central control do you also contact your own breakdown service at the same time ?

Yes...the beacon flags up that there is an obstruction in the carriageway.
You should use your mobile phone to call for the service you require...
These devices are a warning to other road users.
My Spanish car has an built in emergency call out system, but I still need to use my phone to call assistance and use a V16 on the roof.

Driving on the motorway today, there was an overhead gantry sign illuminated, I shall not bother with the Spanish wording, just this.
Attention V16 Beacon activated ahead..
That's exactly one of the reasons Spain has introduced this scheme...
