I have no idea but mine drops before freezing.

4°C makes sense though.

At 4°C water is at it's highest densest, which is why ponds and lakes rarely completely freeze.

In your boiler, once the water is at 4°C it will expand if it gets warmer or colder, and it is the expansion which is the danger to the boiler tank.

The densist liquid in the tank will sink to the bottom, so it could be that you have an inch of 4°C water at the bottom if your boiler tank, with the water above it at 0°C and frozen. So you inch of 4°C water will expand whether it gets warmer or colder. With a frozen layer above it, it has no where to go as it expands except to split your boiler tank.
