What the sense there was in that question was I'm not too sure because

Perhaps he/she had run out and was desperate for a fag, similar to the lorry driver who had his ham sandwich confiscated at Dover.

No he wasn't after a free ciggy and he even repeated the question.

We've been asked about tobacco, and we had none as we both gave up years ago. Lucky they didn't ask about the alcohol.
