Please consider how you can park on a footway without driving on or onto it?
New Law as with so many eyewash for the brain-dead public.
Under the Highways Act 1835, s. 72, it is an offence wilfully to ride or drive on the footway, even though the driving may last only for a few seconds (McArthur v Jack1950 S.C.(J.) 29). The offence will apply to pedal and motor cyclists.

I met a british motorhomer in greece last winter who's 2002 uk registered van had not been in the uk once in the last 8 years. No mot , no tax and not sure if any insurance that was worthwhile due to no mot. Its amazing what folk get away with
We spend loads of time in Spain and Portugal....you would be amazed at the amount of UK vehicles on the roads Sorned, No MOT's for years driving around openly on the roads ..... in fact we use it as a form of entertainment whilst out and about....we have the App "Vehicle Smart" and have guesses to see which one of us comes closest to when they were last legal... it is actually quite frightening because often you have many of these around you on Sites and Camper parks.....what would happen if one caught fire and ended up damaging your vehicle.... who would you claim off if they are not insured ??

............2 days later a warning notice appeared on the windscreen and 7 days later it was removed by a contractor.

Many years ago a pal worked for a scrap yard. They would pay local kids to alert them to any vehicles with a note on the window saying the council would tow and scrap them if not removed or made legal. Then drive around early morning to remove any that were still there on the final day. Everyone happy, the owner not surprised when car gone, council happy the owner has removed the car, scrappy happy with the metal.

In the absence of a driver any NIP would go to the registered keeper, just as it does with a fixed speed camera offense.
It's then up to the keeper to state who was driving or accept the penalty themselves.
With about 80% of them being used in crime offences. Used as pool vehicles with no registered keeper, unless the driver is actually caught behind the wheel then they are seized, not claimed and crushed. The CPS have a lot to answer to as well, with the majority being released with no charges, all passengers get away scott free. Years ago passengers would be charged with aiding and abetting!

Mostly down to the under resourcing of the Police, at the same time as the work they're being expected to do is increasing and increasing. At a time when it's totally unsafe for any police officer to work 'single crewed' this is now commonplace, and the amount of admin that has to be done by one officer related to any offence means that if they do this for everyone, all the time, plus all the 'mental health' care stuff which they often have to do (but shouldn't have to if mental health was properly funded and resourced), they would never be able to be on the streets. Taking one drunk/drugged person in, who is then uncooperative and time wasting (ie. many of them) has been known to take several hours of a police officer's time, sometimes most of their shift. So they have to babysit ignorant oiks because there's insufficient funding to make the admin and custody care less onerous for those who should be out policing the streets. And while each ignorant oik 'kicks off' and thinks it makes them look 'big' when they actually look ridiculous, they're well aware that valuable police resources are tied up, making the lives of other criminal types easier.

I've had immediate family serving in the Police, one as a mounted policeman (once hit by a car while out on patrol) and one as a special constable (doing exactly everything a regular PC does, including going to murder and violent assault scenes.)

In relation to the OP, I'm not sure why the driver of the car in question wasn't already banned, with 14 points. You'd hope that the fines in such cases would go up proportionately, as well as the costs to recover the vehicle - or crush it.

Always makes me laugh when watching some of these police programs where a driver with no licence, inurance etc, commits numerous other driving offences and then receives points / ban / paltry fine. As if that is going to deter them from doing it again, needs harsher penalties.

DVLA are currently doing the rounds in our Mid Devon town, as the occasional parked vehicle sporting a nice new yellow wheel trim and windscreen stickers bear witness to their activities. (y)
