Reclaimable "Luxury" tax in the Netherlands

Help. I've been trying to understand what happens when a motorhome is exported from the Netherlands. I believe they have a "luxury" tax which can be reclaimed on sale and export. Using Google translate I've worked my way through an appropriate guide provided by the Dutch revenue service. As far as I could understand there is a reclaimable sum. However, I couldn't work out who gets the money: vendor or purchaser. A motorhome dealer in the Netherlands immediately offered a decent discount from the purchase price when finding I wished to export. If anybody can cast some light it will be most welcomed.

The points are:

a) is there a reclaimable sum

b) who reclaims the money

c) is this available to both private and commercial sales

d) what is the percentage rate
 
I have bought MHs from Ron Hazenburg in Auda Pekela Groningen in the past and because they were for export outside the Netherlands they were well discounted. I presume he claimed any rebate due on them.
I know the luxury tax is a nightmare as many Dutch do not understand it. To show how bizarre it used to be, a Porsche 2 seater sports car had zero luxury tax, but a small 4 seater family car was charged it. The EU have been trying for years to get the Dutch to abolish it,but as far as I know it still stands.

Perhaps the person that doesn't want you to know them is also the motorhome dealer.....

My guess is that any luxury tax is recoverable at point of export if the van was registered to a company and not a private individual ie if it were new then there would be no lux tax to pay in the first place and if 2nd hand would have to have been a rental that was owned by the dealer. Once sold to private individual i assume that chance to recover it will be lost.

That was what i could work out when looking into German TVA at least.
 
Thank you for your replies. I've been directed to the Dutch Revenue Service web site. According to their on-line calculator neither of the vans that interest qualify for any refund of tax. 2006 is the determining year, way beyond my budget!
 
Interested if you found out any more. Think the vehicle has to be registered after October 2006.

How much is it worth, and do you have a link?
