I think that depends on the airline policy not the airport staff was it queasyjet or ryannair by any chance?Totally agree. Only used it for the one holiday too and never again.
At check in they refused to seat my wife and I together unless we paid for seats together. Never been an issue in the past.
Gave us seats almost at opposite ends of the plane.
When we got onboard the cabin attendant was gobsmaked we weren’t sitting together as the plane was not even half full.
They had even put me in between a woman and her kids, separating them.

That doesn't sound like the other posts where you said Tui couldn't believe it when you told them and that the flight attendants moved you straight away!you would think wouldn't you ?
For initial take off you have to be in your allocated seat. incase it crashes i believe ?
After that (once the seat belt signs are extinguished) then you can move, but you are meant to have permission from the cabin crew. I was moved to be with my wife by the senior crew member. But before she informed her team another member came over and challenged me in a very aggressive way. Even demanding to see my passport and boarding pass. He even started to get physical in trying to move me back to my boarding card seat number. A complete d***H***
He did come over an apologise for his behaviour later, which to be honest I did not accept as he had been extremely nasty about it.
Hence, for me Manchester airport ......errrr no thank you.

So the latest update is.
In order not to miss his flight, he had to walk on his crutches which his struggles with due to hip, knee and shoulder issue.
No assistance or care was given by Manchester Airport.

I am sorry for your SiL's predicament.
I presume he was travelling on different airlines to MAN and then to Abu Dhabi.
You said the wheelchair 'went in the hold'. Was that actually observed on the airside.
From what I understand if a passenger requires wheelchair assistance that should be made known to the airline, but it appears that in this case your SiL was self-mobile in his own wheelchair.
Either way this is also a problem when one is changing airlines as to whose responsibility it is to rectify the situation.
I presume he had a baggage tag for the wheelchair when it was checked-in as baggage. If so it was a case of lost baggage and should have been the responsibility of the airline from Alicante and they should have organised transport to his Abu Dhabi flight.
Is it possible that when the wheelchair was checked in at Alicante it was tagged as being destined for Abu Dhabi and therefore treated as transit baggage at MAN and taken direct to the Abu Dhabi flight?
The airlines not the airport are normally responsible for passengers special needs.
Trev, those are just my thoughts and does not solve the problem.
Has the wheelchair been located and restored to your SiL?

The airline, easyJet, were advised at the point and time of booking for the assistance.
He was not in-transit though.
He flew from Alicante-Manchester with easyJet. Stayed at his Dads house for the night.
Then the next morning, he flew from Manchester-Abu Dhabi direct. Again, assistance requested in advance.
He actually said, and he does not exaggerate. He was at the pint of almost crawling the last few yards.
Arrived at Abu-Dhabi and was from the security and home within 30 mins with assistance.

This needs a heavy complaint with threat of legal action. I can hit hard if you want any assistance, but I imagine you can also Trev.

How’s Dubrovnik suiting you? We’re a bit further up the coast at Krk, the weather is fantastic don’t you think? Oh and we’re in the 5* Carthago chic c line on the beach front!!We are booked to fly Bristol to Dubrovnik on 12th June.
Although we booked months ago with TUI our flights are with EasyJet. Looks like a possible double whammy of possible cancellations or delays.
Although we only returned from a six week tour of Spain/ France 10 days ago we will take our motorhome back to France if our flights are cancelled.
