Does anyone know whether one can camp overnight right next to Folkestone harbour?

Folkestone Harbour?

I am pretty sure it is now thirty quid.
I wouldn't stay overnight there. The Harbour area gets very noisy at night and at weekends can get a bit er ... excitable with the locals. The big hotel there, has at times, housed small boat migrants. Not sure if it does now.
