Above should read over night, right in the village
 
And all day during the winter by the looks of it?
 
Looks like it's on a road, I like wilding but not roads.

I would think that a no parking sign of some sort would be needed to ban parking completely outside those hours.

It is a common feature of many parking orders (off street as well as on street) that restrictions only apply during stated hours. In this case parking is restricted during the busy daytime hours of the busy tourist season.
Outside such hours on street parking is bound by national legislation (or lack of). In general that does not preclude camping at the roadside though the Criminal Justice & Public Order Act 1994 is available to authorities in the case of nuisance. See http://www.motorhomeparking.co.uk/roads.htm
 
The restrictions are only in place, READ THE SIGN ! Between Good Friday and 30th September.

It is not on a main road just a side one. No traffic during night. We stayed here two nights , the village great for keen walkers.

I know this car park quite well but, I've never thought of spending the night in it.
Here's hoping that it doesn't get too much publicity though, tis a good find.
