Those ideas are only practical in very calm waters like lakes, as they have no ballast.

Anchor and winch for when the engine stops?

Too wide for 'narrowboat' canals.

If used in salt water the chassis would not do well and if used in inland water any GRP would be subject to osmosis.

Just some observations from an owner of a boat for 30 years and a MH for 12 years.
