I can’t help you source an engine.
But I can advise that only buy an engine you have heard running, or, if that’s not possible get the people supplying the engine to fit it, and get it running. I can say that I’ve never heard of a good outcome of buying an engine, it working, and if it did not very well or for long.

I'd look for an old motorhome or camper MOT failure (they all rot) but the engine and other mechanics will be relatively low mileage. You should hear the engine running but you will also have loads of spares. The cost would likely be less than an engine on its own.

At that age I assume it is a 1900 normally aspirated. A turbo would also fit. So would a 2,5D or TD.
Many cars used the same engine but although you can still find them here I doubt that you would find many Fiat Tempra's still about in the UK.
