i dont have specific info on France, but an IDP is £10 from a main post office over the counter so if i was unsure i would invest a £10We can’t find any definitive info on the IDP for France. The gov site (as in post#2) says you “might” need one. Anyone have anything more definite?

I understand that the issue is that a paper licence is difficult to link directly to the person presenting it. I.e. there's no photo. Plus the fact that the Police in Europe may not be used to seeing one.As I see it. If you don’t have a photo licence you do need an IDP. Why risk it? Just get one.
