honda vision 49 cc or 110 cc

Hi.
I am looking to buy a scooter for touring around when I and the missus are camped.
My license only covers up to 50 cc.
It would cost about a thousand euro to do the bike test to enable me to drive the 110cc.
My question is, will a 49 cc carry two people at a steady pace ie 20-30 kmh.

At present I use the Honda sh mode 125cc, two up is ok but really restricts the distance you can travel. Also any movement by pillion affects handling especially at low speeds.
I’m in the process now of getting a tow bar fitted so I can take the F800.
That should be more fun

Absolutely, scooters are very top heavy
