I don't have a window behind the TV but would imagine it's fixed, in your case, to prevent exhaust fumes from the Truma boiler re-entering the van.

I can't see a vent below the window so its probably a safety measure to stop you attempting to open/close it when the TV is 'up' and also so that you don't try to open/close it whilst the TV is being raised and risk being injured.

ive tried every scenario, door hitting window etc and everything fine, as you see in the pic theres no vents or anything and apart from a chance of the tv getting wet if it was pouring down, you'd shut the window anyway, I really can't think of a reason:confused:

It's fairly standard when the hab door opens back onto the window, one of our Hymers was like that.
Easy enough to mod if you want it to open.

If the window in picture above is opened, then opening door will do some damage as it connects with window.
Assuming op van is as picture.
That's probably the reason ... don't want a ding in the door!

The gas strut stops the door hitting the window when fully open

In which case, back to what I said previously:

It doesn't when the wind catches it & rips it straight off.

I'm not sure if that was said as a funny or screamed at the top of your voice as you have experienced it ?
