Hi I’m about to uprate my MoHo to PHGV, moving from 3500kg to 4000kg.

I have all the paperwork ready to go from SVTech, but I’m concerned my application would just sit in a huge pile gathering dust and I intend to go to France in September and thus need my V5C back you then!

Does anyone know if the DVLA are processing Tax Class changes just now (and thus accepting inbound paperwork)?

ps. I’ve checked online, attempted to speak to them via email, live chat as well as via Phone - but I simply can’t get hold of them to see if they are processing applications.

Not unless the 'Covid 19' announcement on the DVLA website instructing not to send any paperwork has been updated.
Have a look.

The COVID update says they are accepting paperwork but will take longer; I just need to know what the expected turn around times are (I’ve 8 weeks to sort it out).

It's fairly recent then that they have started accepting paperwork so unless someone has recent experience I guess you won't know.
Do you have any alternative other than to send it off - (like going away at 3500kg)?

If you can travel Ok at 3500 kg I would do that then apply after your trip.
They are working again but I don't think it's with full staff, my wife got her C1 licence back on Monday she sent it off in March. Sent mine off the beginning of May still showing as licence expired, I think it will take them quite a while to work through the backlog.
Last time I uprated a van it took them 4 months to get it right and that was in normal times.

Beware:
When I had mine done, in non covid times, I had to chase them up - twice.
And then they hadn't altered the MAM, just the revenue weight - different department I was told.
Got there in the end.

I can get away with 3500kg (last big trip I was bang on it), but it means I have to travel light re food/provisions.

I do have the label and certificate from SVTech - I suppose I can attach that and then have an interesting debate if I’m ever stopped and if over 3500kg. It was a paper exercise getting uprated (ie. no need for air suspension etc) so at the very least I know I wouldn’t be driving an unsafe vehicle.

I don't know but I have a feeling that the weight shown on your V5 affects your VED and foreign toll costs.

They always do that, that is what took me 4 months to get sorted.

Following with interest as we're likely to be in the same position. We're having our semi-air suspension and springs fitted at the beginning of August (delayed due to lockdown - was supposed to have been done in April) and have a trip planned for beginning of September and I'm not confident of getting the paperwork sorted before we go.

My backup plan is to take a good quality colour photocopy of the current V5 and carry that and copies of all the other docs relating to the work we've had done (including a copy of the uprating application). If we get stopped I'll explain that the paperwork has been delayed due to Covid and just hope that they're sympathetic. Of course if we get stopped by a jobsworth then all bets are off....wonder what the maximum fine is? Though if it comes to it we should be (almost) legal at 3850kg if we drop our fresh water.

Forget the fine.
Take plenty of suntan lotion as I believe Devils Island is hot at that time of year.
Oh! Yes! and Anti slip gloves. Wouldn't want you to drop the soap!

If you have all the SVTech paperwork what I suggest to do is get the new plate made up, if SVTech have not yet supplied it, whack it on and take the upweighting approval with you and go.

If you are stopped by Police or DVSA it is the plate they wil look at for weight not the V5C, which is often wrong. My V5C has never had a figure for MPLM since new in 2003.

Do that when you come back rather than have all the paperwork gathering dust in Swansea and not with you. Of course it means your rebate on the VED for the lower PHG at £165 p.a.will start a few weeks later.

You will not be running overweight, just not bureaucratically up-to-date because of Covid-19.

Why do we need to carry the v5 document in France? Is it just proof of ownership?
I have done all the paperwork and fitted air assist 3850 label fitted. SVTech say don’t send paperwork to dvla if going to France
I’ve managed to get through to dvla. Explained situation and they are no help whatsoever all they are interested in is it taxed.
Do you send it off and keep copies just in case or wait.
I assume I’m ok to load to 3850 as plated now and all work done.

Carrying the original V5 original is a legal requirement in France. Don't know why, it
just is.
