Isn’t Spain in the wrong time zone?
Changed to coincide with Germany by Franco?
You could be right......however as Gus said...this could be the last time....that could confuse those who may travel between France, Spain and Portugal in future years...
Dir.Gov will need to develop a calculator..

During British Summer Time (BST), civil time in the United Kingdom is advanced one hour forward of Greenwich Mean Time (GMT) (in effect, changing the time zone from UTC+00:00 to UTC+01:00), so that mornings have one hour less daylight, and evenings one hour more.[1][2]

BST begins at 01:00 GMT on the last Sunday of March and ends at 01:00 GMT (02:00 BST) on the last Sunday of October. The starting and finishing times of daylight saving were aligned across the European Union on 22 October 1995, and the UK retained this alignment after it left the EU[3] – for instance Central European Summer Time begins and ends on the same Sundays at exactly the same time (that is, 02:00 Central European Time, which is 01:00 GMT). Between 1972 and 1995, the BST period was defined as "beginning at two o'clock, Greenwich mean time, in the morning of the day after the third Saturday in March or, if that day is Easter Day, the day after the second Saturday in March, and ending at two o'clock, Greenwich mean time, in the morning of the day after the fourth Saturday in October."[4][5]

The following table lists recent-past and near-future start and end dates of British Summer Time:[6]

UK and Europe Clock Change Rules

Daylight Saving 2021

British Summer Time Rule

In the UK, the Daylight Saving (DST) period is is known as British Summer Time or BST for short.
When BST starts, the UK moves its clocks forward from GMT by one hour, so BST= GMT+1.
The UK is the short name for the United Kingdom of Great Britain and Northern Ireland. Great Britain consists of England, Wales and Scotland.
Since 1996 all clocks in the European Union have changed on same dates and at the same time, 1:00 am GMT. UK left the EU on 31 January 2020 and is in a transition period till the end of 2020. There have been no announcements so far about post-EU Daylight Saving Time (DST) rules.
