carrying a passenger in MH with no seat belt ?

I have a self built 6 mtr PVC that had a double belted passenger seat -so classed as a 3 seater.When I converted it it now has 2 belted seats.My question is on the rare occasions we visit our son in Wales can I legally carry him in the van with no belt on.We don't intend in going very far in it with him in ?
 
There is a lot of confusion and an article written by Jim and available to read on the forum helps cut through the quagmire. Might be worth a read?

I think you can if it was built before 2005 but on safety grounds why do it.
 
Bit of confusion here --buses don't have seatbelts -as my van is Nov 2007 reads that I can legally take an unbelted passenger.As said previously I only intend to travel a short distance with unbelted passenger.Thanks for answers.

You can have an accident within a few yards of your home. Travelling a "short distance" will still be a risk, indeed many who are on local roads probably are on autopilot thinking they are too familiar. Whether legal or not I'd not want a child in a vehicle without a belt.

5 or so years ago, in a small residential road my car was almost written off, and the other would have been, by a driver who was only about 5 houses from her drive and who simply turned right across my path. Her fault, I saw it happening so was able to brace as I braked, she was the one with whiplash (so I got breathalised as an injury accident - all clear as I was on dry January!), but without her seatbelt she would have suffered a lot more.

Unless you know that there will definitely be no accident where he could get injured due to not having a seat belt on then personally I wouldn't do it ... you may drive safely but there are idiots out there who don't.
