Edit: There’s a manual verification step like Captcha because that should prevent scripted attacks on websites.
One person can run a script against a website form, etc. but the manual step with the random question will halt that script execution. 🤞

Doesn't look right; suggest you delete it without responding. What's the worse thing that can happen if you do not respond? Now think of what may happen if it's a scam to infect your computer.
 
When you buy something online or look at a website the source often puts your email address on their mailing list. There may be a (nearly hidden) box you have to tick to opt out.
If you have taken some action requesting to be unsubscribed (from a website, newsletter, Amazon Prime. Booking.com or whatever) you are being asked by the sender to enter 746 since human intervention will prove you are not a robot or automated spam or phishing software.

If you have not taken any action to unsubscribe from the sender just delete the message. There are third party businesses that compile mailing lists from email addresses that they harvest from any advert anywhere that you may have placed or insurance quote that you have requested or a message board or many other places where you have given your email address. They ask you (as part of their nefarious tactics) to 'unsubscribe' in order to confirm that the email address is still active. They then sell mailing lists containing maybe tens of thousands of those harvested addresses.

I was a bit flippant with my 1st comment. It’s a bad Skynet/Terminator joke 😕

For the OP to unsubscribe via that webpage, they’ve to enter 746 in the txt field. If it’s their intention to stop.
But if they don’t know why they ended up at that webpage, just close it.

The edited in paragraph is a high level view of why we have the captcha “are you human?” check 👍🏻
