Year 2000 Fiat Ducato / Hymer Heater Blower Not Working = 'steamy windows'

I've done a habitation check on an older Fiat Ducato/ Hymer.
The owner has asked Me to fix His non-blowing cab heater blower.
It's as dead as a dodo on all speeds.
It wasn't working at PDI but the dealer 'down south' got it going again.
I have removed some of His dash to investigate.
12V going to 12V blower fuse----------------yes
12V coming out of 12V blower fuse -----------yes
Heater resistor------------------------continuity check carried out by buzzing resistor ok
Switch on order, due tomorrow.
I will check the pollen filter is not blocked also.

Looking at the white plastic assembly there is a short wire clipped on the front around 5" long that goes to the back.
It's not attached the other side?
Anyone know what it is for or where it should go?
Can't see Fiat fitting it for no reason?

is it something that would be used if it did have air con??
 
Cheers for that. This is a non air con model.
Hopefully the new blower switch will arrive tomorrow so I can put the dash back together.
I've put 12V to the blower for a second and the fan blows.
The resistor has buzzed on all the contacts but if the switch doesn't fix it I will change the resistor as well.
New switch £24 from ebay { fast UK delivery genuine part }
New resistor £12 from Europarts { 20 mile round trip 'pending' if the switch doesn't fix }

The thick black wire is a fibre optic that goes into the slide control for recirculation control , they always come unclipped / fall off if you don't take it all out as one piece. IE. White bit and heater controls
