Whats are these for, bumper? towbar?

Hi,

Our Autocruise (Al-ko chassis) has these two bars sticking out the back. Not sure whether they are towbar brackets or moped/bike rack mounts or even intended as a rear bumper mount

Don't really need a towbar yet but the idea of a rear bumper/crash bar sounds ok. Is there something that just bolts onto these? theres only one hole in them which seems odd if designed to mount something.

Morning they look like the slides for a rear motorcycle rack. If you take the blanking plugs out the rack slides in or over the box section and a bolt goes through to hold it in place? Just had one fitted by armatige trailers and it looks the same.
 
Thanks, makes sense as thought something may slide over them with a pin or something due to the lack of bolt holes.

May fabricate a bumper/crash bar that fits the same way then
 
Just possible it is ready for a towbar like mine (ignore the bike rack above it)

bike/scooter rack attachments. nowhere near strong enough for a towbar or bumper bar
 
That's what I'm thinking. I could just remove them as no plans to fit a bike/scooter rack. But even if not as substantial as a proper bumper must be better than nothing and may save a cracked back panel.
