I understand that you can apply for a French visa valid for a year at a cost of £99? If I have this visa am I then able to visit Spain, Italy Germany etc using France as a base, without suffering a fine for exceed 90 days.

There were several threads about this. If u do a search I'm sure you will find them.
General consensus was no from my reading. Its 90 days in 180 in eu with British passport but you get a year in France. But then who would know unless you get involved with the authorities and then need to prove when u left France.

I think the visa extension is for specific reasons like work and similar, you won’t get one to extend your holiday….
