Transit through Albania with dogs.

Wonder if anyone can confirm through personal experience or otherwise if my research is correct.
We wish to access Croatia through Albania and Montenegro as we are currently in Greece.
On the Croatian pet travel website ( which I understand relates to all EU countries ) it stated that if an owner had a self signed statement saying that the dog has not been in contact with any potential rabid animals and it has remained restrained in a vehicle whilst transiting the third countries , which these 2 are , then normal pet passport rabies rules apply and a titre test is not needed.
Now that’s how it reads but I would like to be 100% sure before I embark.
I didn’t realise I would potentially need the test doing until it is now too late as I can’t wait for results of the test.
If anyone has done it I would be grateful for feedback.

No idea on the dog angle but prepare for a 2 hour queue from Montenegro into Croatia. Came through last Friday. And even worse 2 weeks before.

Confirms a titre test is required form Albania/Montenegro I can find nothing about a self certification. I would have thought impossible to have a dog restrained inside for the whole time of transit anyway.
There are lots of travellers accounts of paperwork not being checked at the border, that seems to be a bit of a risk.

This is what I found.
It’s 9 hours through both countries , done this long before through Hungary and Austria during covid.
Dogs weren’t in the least bit perturbed , they are small and fluffy so happy to sleep

I absolutely do not want to stop you in any way, just trying to help confirm what you have found. I have looked through that section of article 12 and this more concise form but still cannot confirm for you. I have found some people who have blogged about doing it but without their papers being checked. I hope it works out for you whatever you choose to do .

It’s quite tricky , the way I read it is if you fill in those forms and keep them in the motorhome it should be ok , would mot want to risk it if I’m not 100%
May get away with it into Croatia but what if the tunnel staff checked passports and saw Albania ?
May have to drive the long way round 😢

Or would it not matter if we went into Bosnia then entered Croatia having been though Albania 😳

you can avoid Kosovo but yes have to use either Serbia or cut through top of Croatia. If you think borders are going to be problematic with dogs why not just ferry to Italy?

note Bosnia Croatia border was much easier than Montenegro, straight through both times, didnt even want to see vehicle dox.

Just looked at the map , at what point did you enter Croatia please ?

For those that are interested , having spent ages getting hold of the pet import team at DEFRA I spoke to a guy who said it was no problem to transit through Albania without the titre test and that the tunnel pet staff wouldn’t be interested, only that your passport was ok to get into the uk in terms of vaccinations and wormers.
However seeing as I could hear him rattling a tea cup and he didn’t know where Croatia was , I felt like I needed it in writing.
So emailed them. The reply was a standard one re titre test , so I politely told the responder she hadn’t answered my question re the transit.
She just said you can’t do it but still didn’t answer the transit question just the importing from an unlisted country.
Basically she didn’t know.
In view of that and the risks involved re quarantine, we have decided to ferry it to Bari then ferry Ancona to split.
Expensive on fares but Cheaper than quarantine if it went wrong.
Also fuel through Bulgaria, Romania and Hungary would be expensive and a lot of driving just to go to Croatia.
There was no other way round as even if we entered through Bosnia we would still have to pass an unlisted country for pets.
Sorry I still don’t have absolutely positive answers as no one clearly knows !!
