Not 100% sure...grey area...but might be as well to hang a panel...
My car has my rack attached virtually permanently.....when the bikes are on I hang the panel....without bikes I just don't bother..I have a full light set....

OK thanks was only thinking as full lights are working on rear of cycle rack may not need board as well. Will put board on as well just in case
