Strange bag of fluid in Ford Transit wheelarch

Cleaning the moho today after our trip. OH noticed a plastic bag of clear fluid in the O/S front wheelarch. We've popped the bonnet and it's beneath a solid piece of the engine with no access to it. Can anyone help with what this is?

It’s a plastic bag filled with foam that is sound deadening….stops wing vibration/hum/noise apparently…..usually retrievable from top of inner wings. The bags get a hole in them and fill with water. Take it out from top and let it dry and put in new bag.
Ok, so thinking it might be from the road, we've tried to pull it out. It's got a black sponge-type material in it:

Is it sound deadening material above the arch that’s been damaged?

I found a very similar sponge in a bag between the wing and inner wheel arch on a Ford Kuga when trying to get access to the washer reservoir.
I considered it to be sound deadening!
