Has any or know anyone who has been fined for exceeding 20mph limits yet? In Oxford some of the 20mph areas do not seem suitable, and coupled with LTNs mean that getting round town is extremely time consuming as have to sit in queues belching out fumes for a very long time

If you're sitting in traffic, the 20mph limit is not the issue.
Several people have been fined in Cardiff on a wide road where 20mph does not seem at all necessary.
