Solar Problem

Thought my batteries were dying but now in brilliant sunshine only 0.2 amps going into the batteries any ideas is it the panel or controller

Battery may be fully charged, or appear to be, and amperage is reduced.
Batteries have reduced capacity with age and use so it may appear charged to the controller but only part charged in reality.

Where we are the sun is so low I get hardly any charge, 0.2A from my 100W panel would be acceptable.
