Fishing from the shore in the sea or fjord in Norway is free and no licence required. In my experience fishing in lakes and rivers requires a fishing license (though not sure how that is policed in such a big country with so much water!)
Having worked and lived in Norway for a number of years I can’t recall seeing anyone fishing with floats. Most people fish from the shore spinning.
Mackerel move around the coast in schools so if you chance to cast where they are, it is very difficult not to catch one. I’ve seen people spinning with three or four lures spaced out on the line, pulling in three of four fish at a time.
A good place to fish is where you see other people fishing and catching them 😉.
