I've got to be a bit vague here, but in 2016 I was working for a communications provider on a major UK project. I had a test device connected to the relevant network, which I turned on once for about 5 minutes whilst on holiday in Turkey, so as to complete a piece of work I had agreed to do whilst away.

The network provider involved sent my employer a bill for £20k as there was (correctly) no roaming agreement in place. No names no pack drill etc., my point being that £11k may not involve hours and hours of use as you might assume.

My employer responded 'robustly' to the network supplier and I wasn't sacked.
 
If it's your own SIM, you can check costs. It's not easy to do with a bulk business contract. Particularly when you probably can't get hold of anyone in the relevant department over Xmas.

But yeah, it was his responsibility to check rather than assume. And if he's holidaying in Monaco, he's probably not short of a penny.
