Puzzling problem with a faulty Thetford C263 toilet extract fan

The Thetford ventilation fan (their version of a SOG) packed up last month when we were in Spain. So I checked it all out and have traced the wires back and they attach via a small block connector with a pair of wires from the PCB on the dedicated flush panel. Took the connector apart and when the light flashes I have confirmed there is 12v on the PCB end of the connector. So either the fan was knackered or here was a continuity problem in the incredibly small wires going to the fan under the toilet.

I have bought a new fan complete with wire and connector and before I fitted it I wanted to check it works. So plugged the connector and switched the fan on but nothing happened. Decided to bench test it and when I applied a 12v charge to the connector pins the fan did a merry dance.

I am as sure as I can be that the pins that I used on both sides of the connectors are making contact. So why is the fan not spinning? Could there be something in the pcb that is failing when a load of only 0.2A is applied? If so it does it very quickly because the fan does not even twitch.
 
Just to add something. I have cut both wires and temporarily joined them with wago connectors. Now the voltage has dropped to 1.7V. Can't be the fan side as I have tested that again and the fan works. So do I need a new pcb?
