Dunno, to make it more convincing. Would you have believed it if it was a UK company making the tech and fake british TV station was "broadcasting" it?

Not certain it was Thames police which is why I said "Can't find anything to back that up though"
I don't believe it was real whoever made it. But I do believe that it was not filmed in the UK.

Why would any UK Police force want to do that? What road safety message were they trying to give and how was it going to convince a non-German speaking audience and what was it they were trying to convince them about?

The message was pretty clear. Look both ways :p oh and don't rely on technology no matter how clever.
