possibly they believe the day after 'open up' happens the train & ferries will be inundated with travellers. as trains are running at 25% of usual rate & ferries at 50% of capacity I suppose they may have a slim chance of some bottle necks.

Drove on M20 yesterday. Continuous streams of lorries on both sides. Dreadful. Just wonder if they might be anticipating union disruption in France due to Macron toughening up on COVID rules causing backlogs on our roads.
