On Board Water Tank

I'm guessing there is a seal between the bung/cap and the tank and the bung/cap has been well screwed down to the said seal. Why not try to spray a small amount of lubricant between bung/cap and tank before you try to unscrew it? I'd be tempted to use a beeswax furniture polish as silicon might do more harm than help.
 
As that's all recessed, maybe a length of wood with a couple of holes drilled through, and two 4" coach bolts in the holes, so that the bolt ends fit behind two of the vanes in the lid? From the picture, it's difficult to see how much 'swing room' you might have for such an arrangement, but the longer the wood, the greater the leverage!
 
They are a begger to get off when they're tight but using 2 hands should get it off, be careful if you use any sort of tool on it if it puts the pressure only on a couple of small places as you could crack the 'fins'. If you want to make something I'd use a piece of timber with at least 3 blocks underneath (5 would be better as even pressure on all of the fins).
 
Hate to disagree with anyone on this forum, but hitting the fins on the cap may well lead to snapped fins! You can buy special tools to undo stubborn lids like this, called BOA strap wrenches - they are not expensive, probably less than a replacement lid! Have a look on Amazon, and your local tool store may we'll sell them.
if they are like all the other tank bungs ive seen there is no where for a boa to tighten on to as they are recessed there not usually a brittle plastic and a few taps as mentioned with a wooden drift will get it started

That's what I did length of wood two screws positioned either side of the fins
 
When i say they are tight I mean seriously tight.

I have a proper grip on me and they arnt even moving a tiny bit with the flex of the rubber seal.

Looks like a length of timber and some blocks screwed on will be the next move then (y)
