Following the end of the Napoleonic Wars The UK had an army far too big for what was required in peacetime and the country was overrun by out of work ex soldiers.

The Government of the day created the Vagrancy Act 1824 which had numerous offences contained therein.

Such beauties such as ,"every person wilfully exposing to view, in any street, road, highway, or public place, any obscene print, picture, or other indecent exhibition " Or
"every person wandering abroad, and endeavouring by the exposure of wounds or deformities to obtain or gather alms; every person going about as a gatherer or collector of alms, or endeavouring to procure charitable contributions of any nature or kind, under any false or fraudulent pretence . . . "

The Mnemonic above refers to this one;"
every person being found in or upon any ;

DWELLING HOUSE
COACH HOUSE
OUTHOUSE
WAREHOUSE
STABLE
GARDEN
AREA OR
YARD
for any unlawful purpose; Committed an offence.

It was a useful (if archaic) piece of legislation which provided a power of arrest which was useful in the middle of the night when a nif naff was found in such circumstances while "Searching for their dog" A common excuse.

There was another one for Dogs and hoofed animals for what you had to report if you hit them but cant remember it so it couldnt have been that good
