Are you sure that's true? Why would there be a requirement for how far a folded mirror sticks out.🤔

If you whack a cyclist in the back on the head with your mirror, which then folds flat, unless you are really close, at least you will not run them over as well.

The maximum width of a vehicle in the UK is 2.5m which doesn't include mirrors or signaling devices, so I think they would measure from the side of the vehicle in this legislation not the folded mirror.

Mirrors are on their way out. Take a look at new trucks......small black stems with cameras.

Since 1996, had Elddis/Swift/Rapido/Rimor/Chausson MHs. Autocruise/Globecar PVCs/Compactline i-138
Mirror guards fitted to Motorhomes only add a few mm to the width the problem is with trucks where they fit big stainless steel ones that are way wider than the mirror.
Appears to be a brit thing you hardly ever see them on foreign lorries.
For more modern Fiat/Peugeut/Citroen cabs (since 2006) the side mounted indicator 'glass' on the mirror itself will still stick out slightly more than the a mirror guard type cover that you fit so it shouldn't cause any issues by fitting them.

Where are you quoting this from? I can only find reference to 200mm. Are you saying the maximum width of the vehicle is measured with mirrors folded and that folded out the width is an additional 200 mm.

Look up the spec of your van, the width measurement is with mirrors folded in
