Yes, I agree, we can go for a local picnic. No harm in going out then, especially if we find local isolated spots for a bite to eat and a dog walk.Closest I can find to an answer , is you ‘can’ meet one other person outside and sit with a drink

This means you can sit down for a drink or picnic. You must continue to maintain social distance from those outside your household{2}. The roadmap detail doesn’t mention picnics for the 8th and suggests 29th March is when there’s some social easing for Easter it’s a mess.That’s the summary info & doesn’t make sense.
1. You CAN be outside with your bubble, household or one other person.
2. But if they’re NOT part of your household maintain social distancing.
So sit or stand 2m away while you eat or drink
