I'm a newbie
Found this piece of plastic broken when I took my leaking tap apart after winter. Has the cold made this break? If so can I renew the part or is it a new tap.

A lot of the newer taps have ceramic inserts that are easily broken by the slightest formation of ice in the tap. Even drained systems can leave small amounts of water in the tap.
Been there and done that.
I was able to buy a new inset for my tap.

Where can I get hold of a new inset?

Many various tap inserts available on eBay. Check make and size

I'm pretty sure I had a leaky tap due to something it'd sucked up. My previous van originally had no onboard grey tank. So I rerouted all the plumbing under the van when I fitted one. Soon after I got a tap leak. But it seemed to go away for a short while whenever I drained down the system. Either I'd disturbed some sediment or got some debris in there. No idea.
