I would say that the variable vanes are partially seized and the ECU is backing off the turbo. Seized due to the faulty solenoid not giving the vanes full motion over a period of time.

To be honest that's exactly what I suspect to be the problem.
Replaced the thin rubber pipe to the solenoid valve and gave it a good dose of diesel additive.
It does seem to have improved the situation.
Hopefully give it a run at the end of the week and if it still does it I am going to attempt to clean the turbo .

It could be simple issue there is adjustment on the waste gate, should it allow to much boost pressure your ecu will try and reduce it by reducing fuel to the engine, I would find out what the max boost should be usually between 8 and 18psi and stick a gauge on the intake.

it work for me, i think it would take a lot to clean up a carboned up inlet manifold so i would think you are better of spraying something in the throttle body for that or removing and physically cleaning it, so could always remove turbo and clean vanes but worth trying the archoil, its seems quite dear but simple to try.
I brought some to try and keep my transit dpf clean will see how it goes!!
