Help with water and boiler

I’m away in Canterbury for the first trip out, every time I put the water on it pores out from underneath, the dump valve is up tight

Is the dump valve directly above that pipe.
If it is then your dump valve isn’t shut

The pipe underneath is directly under the dump valve, no water is coming out of it till I open the taps hot and cold

You might have a "toggle" type manual dump valve and a "temperature activated" one too that operates once the temperature drops below around 4 or 5°C. You may need to reset that one too by pulling up on the little knob on the top of it ? If it's too cold outside, you may have to run the heater for a little while to warm the system up a bit ?
