So assuming you can prove that you exited the UK before the 31/12, that suggests that the EU state that you are visiting are obliged to honour the EHIC?

yes that is correct but as Jock said the chances of explaining that to someone in any eu state when even before many had no idea what the rules are , is highly unlikely.
