free mapping program for pc? (1 Viewer)

Anybody know of a free mapping program for PC, like the mapswithme or Osmand you can get on Android and Iphone.? I want to be able to use it offline.

You can download Maps with me for android from Google for free
Works on my tablet off line a treat

Chris I want it or similar for a PC already got it on tablet. Don't mind paying say a £10
