Can't open resource download on Samsung note 3 (1 Viewer)

Have downloaded a couple of pdf files, but message comes up saying can't open file.
Any ideas please?

Possible ideas are

File isn't fully download (network issues)
File is corrupt
File requires a different version of viewer than you have

Assuming these are on the web, can you post a link and we can probably work it out.

They are in motor home fun resource file. The one about traveling to Morocco. It downloads onto my phone, but when I try to . open, it just says can't open file.

PDF files are for use with Adobe Acrobat. If you do not have Acrobat Reader download it (free) or a PDF reader app from your App Store

Downloaded acrobat from playstore, but still can't open file. :-(
